The Traceable Path
We utilize a proprietary "Frictionless/Traceable Path" protocol. Even in cash-based economies, we require a documented audit trail for 100% of the funds advanced.
Accountability & Governance
Built on Integrity: Horizon Action Foundation is governed by an independent Board of Directors. We have implemented "Gold Standard" internal controls usually reserved for much larger organizations.
Safe Harbor Protection
Our Board follows strict IRS "Safe Harbor" procedures for all financial decisions to prevent private inurement.
Whistleblower Protection
We maintain a confidential reporting channel to ensure that any concerns regarding ethics or fund misuse are investigated by our Compliance Officer immediately.
Discretion & Control
HAF retains full discretion and control over all funds. We do not act as a "conduit" for others; we are the primary architects of our relief programs.

All donations to Horizon Action Foundation are tax-deductible to the full extent allowed by law.
Variance Power
While we honor donor intent, our Board retains "Variance Power" to ensure your gift is always used effectively, even if local conditions on the ground change.
Irrevocability
All gifts become the property of the Foundation to ensure they are protected and used solely for our charitable mission.
Tax-Deductible Donations: All contributions to Horizon Action Foundation are tax-deductible under section 501(c)(3) of the Internal Revenue Code. Please consult with your tax advisor regarding the deductibility of your contribution.
